I remember how I struggled for a whole year trying to understand and find out where you can still buy licenses for winter zherlitsy. It is especially difficult without knowledge of Finnish. But even now, having mastered a certain level of language, having analyzed the laws in sufficient detail, it is still difficult to give an unambiguous answer to some questions.

Продаются они где попало, то в магазине спортивных товаров, то в Р-киоске, а по моему месту жительству так вообще в местном баре.

But allow it, even if you live in Finland (even if you are a visitor) it's so hard to figure out what to say about tourists?

I understand that any rule is made up for a reason, and each one has its own need. But it is absolutely necessary to systematize them and create a certain standard, even if to some detriment for the fishing industry or fishermen. Otherwise, tourists ' ignorance of the real, most complex laws unwittingly creates conditions for their violation.
